are slacks and a jacket ';professional'; attire?

for a woman or are women only supposed to wear skirts to look professional? the reason i ask is because i do Mary Kay and my director sent an email out to everyone saying ';please wear professional attire, no slacks please'; before this i didnt think there was anything wrong with a woman wearing pants as long as they looked nice, so i was just wondering if i was alone on thinking this.
